Tennison was a driver for Dean Foods and was headed for a Kroger store in Jeffersontown, police said. Dennis Rudsinski, maintenance manager for Dean Foods' transportation subsidiary, said Tennison was "a good driver" who had been with the company "at least a couple of years." Rudsinski discounted the possibility that problems with the truck caused the accident because Tennison was driving a new, $117,000 vehicle.

He also said a load shift "was unlikely." Sgt. Carl Yates said the accident tied up traffic for miles in both directions during the morning rush hour. Westbound I-64 remained open to motorists, Yates said, but many drivers slowed down to look at the accident. That scene was repeated last night, as workers scrambling to leave the downtown area were confronted with several closed ramps leading onto I-64. As early as 4:30 p.m., traffic in and around Spaghetti Junction began to slow while more drivers took a look.

Rerouted traffic jammed several other roads. On 1-64, workers trying to clear the road were first faced with extricating Tennison from the wreckage and then had to unload hundreds of boxes from the overturned trailer. Removal of the truck itself was further complicated by leaking fuel and battery acid and the fact that the truck cab was impaled on a guardrail at the ind of an overpass. Man who killed kids dejected, coroner says From Staff and AP Dispatches By CALVIN MILLER Staff Writer DEXTER, Ky. A Calloway County man who shot two of his children in their sleep Saturday night, then turned the gun on himself, apparently was dejected about his failing marriage, Calloway County Coroner Ricky Edwards said. Douglas Earl Noel, 40, of Dexter, left two letters, one to Calloway County Sheriff J.D. Williams and the other to his estranged wife, Marcia Noel, Edwards said. Edwards declined to reveal the letters' contents.

All three died instantly, Edwards said. Kaela Rachelle Noel, 3, who apparently died first, was shot in the chest with a Magnum pistol. Christopher Reed Noel, 5, also was shot in the chest. Noel shot himself in the head. Kaela's body was found in bed and Christopher's was on a couch in the living room.

Noel's body was on the floor beside the couch, police said. Edwards said that shortly before the shootings, which occurred about 7:40 p.m., Noel called the Murray Police Department, which handles weekend calls for the sheriff's department, and left a request with the dispatcher that Deputy Sheriff Pat Paschall come to Noel's home. Edwards said Noel apparently wanted to make sure an officer found the bodies. Paschall found them about 8:23 p.m., he said. The children were visiting their father for the weekend, Edwards said.

An older brother, Robbie, 19, was not with them, he said. The Rev. Randolph Allen of East- Boggs was justified in keeping office in capital, agency says The Washington Bureau WASHINGTON The General Accounting Office has concluded that 6th U.S. Circuit Court of Appeals Judge Danny Boggs was justi fied in maintaining his office in Washington for 28 months after being appointed to the Cincinnatibased court in March 1986. While it's unusual for a judge to work outside his circuit, the GAO report says there was no office space available for Boggs in the 6th Circuit until chambers were built for him in Louisville's federal courthouse.

He moved in last July. Boggs, who was the No. 2 official in the U.S. Department of Energy before joining the bench, had said all along that he was not responsible for his delayed move. The GAO probe was requested last- year by Rep.

A 26-yearold Owensboro woman has been charged with murder in the stabbing death Sunday of Timothy Riggs Hatler, 26, of Owensboro.
